Establishment of Fort Kael — Mandate & Territorial Boundaries

Let it be known that in the five hundredth year since the Silence, the institution of Fort Kael is hereby established at the margin of the Ashwaste — to record, to measure, to contain what cannot be reversed.

Its mandate is threefold: first, to maintain a continuous record of the Ashwaste boundary; second, to control all passage into and through the marginal territories; third, to ████████████████████████████████████████████████████████████████████████████████████████████████████████████████████████████████████████████████████████████████████████████████████████████████████.

Note, appended Year 500 by archivist ████████: I have served this institution for thirty years. I have never seen the original mandate. I have been told, by someone who has no reason to lie to me, that the third mandate contains eleven words. Eleven words, and they sealed a room for five hundred years.

What occurred in Year 0 shall not be spoken of in institutional records. This prohibition is absolute.

Fort Kael shall stand for as long as the Ashwaste requires containing. Those who established this mandate believed that would not be long. That was five hundred years ago.
