The third consecutive dry season has reduced the Fort Kael reservoir system to forty-one percent of standard operational capacity as of Day 188. The reduction follows two prior seasons of below-average precipitation and accelerated evaporation along the upper channel system. No rainfall of significance has been recorded since Day 097.
Civilian water allocation was reduced on Day 144 by order of the Commandant's office. The reduction of thirty-eight percent below standard allocation applies to all non-operational residential use. Archive humidification systems have been maintained at standard levels to preserve document integrity. Water allocations for livestock have been reduced separately under a parallel administrative order.

Three complaints regarding civilian allocation have been filed with the administrative division since Day 144. All three have been acknowledged. No adjustments have been made pending the Commandant's review of projected rainfall data for the remaining season.
The lower channel system running beneath the eastern residential quarter has shown irregular flow patterns since Day 171. The irregularity has been logged. No explanation has been established. Water flow in the lower channel appears to follow no consistent schedule.
